The Florida Department of Highway Safety and Motor Vehicles does not require the signatures on a Florida certificate of title to be notarized for a standard transfer. Buyer and seller sign the title, and it goes to the tax collector's office with the rest of the paperwork. Some older Florida titles still print a notary section, which causes the confusion — the section exists, but the state stopped requiring it.
Notarizing the bill of sale is optional. Some buyers and sellers choose to do it on higher-value private sales as extra evidence of who signed and when.

A Florida commissioned notary can notarize your signature on an out-of-state title. Sign in front of the notary — not before — and bring a valid government ID. If the agency processing your title has given you specific instructions, follow those.
Before Florida issues a title for a vehicle titled in another state, the VIN has to be physically inspected and certified on Form HSMV 82042.
