Florida requires Form 82042 before it will issue a title for a used motor vehicle currently titled in another state. That includes trailers with a net weight of 2,000 pounds or more. The completed form goes to your local tax collector's office with your title application.
You do NOT need the form for: a new motor vehicle (bought in or out of Florida), a mobile home, a trailer or semi-trailer under 2,000 pounds, a travel or camp trailer, or an off-highway vehicle.
Part A is your section. It has two pieces:
Vehicle identification. Look at the vehicle yourself and record the VIN, year, make, color, body type, and the state the vehicle was previously titled in. The affidavit at the top certifies that you, the owner, physically inspected the vehicle and recorded this information.
Odometer declaration. Write the current odometer reading (whole miles, no tenths), the date you read it, and check one of three boxes: the reading reflects actual mileage, the mileage is in excess of the odometer's mechanical limits, or the reading is not the actual mileage. Federal and state law require a mileage statement with a title application, so this section cannot be left blank.
The owner or purchaser signs; on a sale, the seller signs too.
The notary does not complete any part of the odometer declaration — it is the owner's statement.
Part B is the verification itself. The official physically inspects the VIN under the windshield and in the door jamb and certifies that it matches the VIN recorded on the form. For vehicles made before 1955, the motor number is verified instead.
Florida authorizes a short list of officials to complete Part B: a Florida notary public, a law enforcement officer, a military police officer, a Florida licensed dealer, or a Florida compliance examiner (a DMV or tax collector employee). Most people choose between waiting at an office or having a notary come to the vehicle.
Any alteration or erasure may void the document — if you make an error, start a fresh copy rather than crossing anything out. And the inspection is physical: Part B cannot be completed from photos or over video, so the verifier has to be with the vehicle.
