Form I-9, Employment Eligibility Verification, is required for every new employee in the United States. The employee completes Section 1; the employer completes Section 2 after examining the employee's original identity and work-authorization documents in person. When the employer is in another city or state, federal rules allow the employer to designate an authorized representative to examine the documents and sign Section 2 on the employer's behalf.
No, and this surprises many HR teams who tell a new hire to "find a notary." The I-9 is never notarized and carries no notary seal. What employers actually need is a person they designate to serve as their authorized representative. Notaries are asked to fill this role because the work is familiar: examining identification documents carefully and completing forms exactly as instructed. 1. The employer or employee books the appointment and provides the employer's instructions, with Section 1 completed by the employee.

Can I-9 verification be done over video? Only employers enrolled in DHS's alternative remote-examination procedure may verify documents remotely, and the employer runs that process itself. When the employer requires physical examination, the appointment happens in person.
